The DVCFPD was appointed by council in consultation with the Chancellor from among Professors in the University on permanent and pensionable terms as approved under section 15 of the Charter.
The DVCFPD shall be the head of Finance, planning and Development division of the University; whose functions include management of Finance, Assets and Development Plans.
The DVCFPD shall be in charge of:-
- Designing, modeling and managing long-term financial and physical plans
- Optimal utilization and investments of the University’s finances and assets,
- Annual budget planning, monitoring and management strategies
- Provision of accurate and current financial information to support decision making
The DVCFPD is responsible for appropriate Finance Management Policies and procedures in conformity with the Constitution of Kenya and relevant laws
The DVCFPD shall have such other duties as may be assigned or delegated to him/her by the Vice-Chancellor in accordance with the statute III

Strategic Objective of Finance, Planning and Development
The Strategic Objective of the FP&D division is to build a sustainable financial, physical and infrastructural resource base.
This strategic objective will be realized through the following strategies:
- Engagement of the Government and private sector for enhanced resources
- Strengthen controls in management of income generation
- Enhance the financial management system
- Improvement of land utilization for higher financial returns
- Implementation of executive education programmes
- Adoption of a rigorous facility monitoring, evaluation and maintenance system
7. Implementation of a secure, robust and integrated ICT infrastructure
8. Achievement of world class University ICT service provision
9. Exploit and use sustainable renewable energy sources
10. Reduction of use of paper in governance meetings
The first holder of the position was Prof. Isaac M. Mbeche, who was in Acting Capacity since January 2019 until his retirement.
The Current office holder is Prof. Margaret Jesang Hutchinson in Acting Capacity since 2020
